This was prompted by the acute shortage of electricity and the inability to obtain coal supplied in Guangdong. We understand
that the Chinese would try and avoid building more nuclear power
plants at Daya Bay because of Hong Kong concern and that sites being
considered include Taishan, Huiyang, Shantou and Zhuhai.
5. The station is tentatively planned for commissioning in 1995 and
will have two 1000 MW PWR units. Both Foreign and PRC Plant is
being evaluated but it is too early to say whether foreign
investment will be involved. The China National Nuclear Corporation
(CNNC) and other state authorities are not involved in the study but it is expected that the final report will be submitted to these
boies. We have been informed that GGPC is negotiating with both
Spain and the USSR for the purchase of suitable generating units.
