Quality Control and Quality Assurance
Under GNPJVC's quality management system, based on the principle of "safety first, quality first", Guangdong Nuclear Power Station is being constructed, inspected and monitored through a multi-layered quality control and quality assurance system consisting of inspection, surveillance and audit.
HCCM, for example, besides having its own laboratory to test materials and its own construction team to perform internal inspection, also assigns external quality control and quality assurance organizations to carry out additional inspection so as to ensure that approved procedures and methods are being used.
The construction management team of GNPJVC's Project Department provides an added quality control function performing surveillance checks in parallel with the progress of work.
In addition, GNPJVC's Quality Assurance Department is responsible for overall monitoring of all quality activities. The Department has a quality assurance team of 29 PRC and expatriate personnel. Their work covers quality assurance surveillance and audit of the activities of major contractors and their subcontractors, as well as GNPJVC's internal organizations.
From 1987 to May 1989, the Department carried out over 60 detailed audits and analyses, and 1,748 surveillances. This work ensures that appropriate procedures are developed and quality related activities are carried out effectively. The Quality Assurance Department is independent of all other departments and reports directly to the General Management. Bechtel Power Corporation of the United States has been retained as quality assurance consultant to GNPJVC and currently provides nine experienced quality assurance engineers to the Quality Assurance Department.
In Europe, similar levels of controls and checks are imnosed at manufacturers' plants.
