As regards the proposed
arrangements for
motivating
long serving officers,
the

employer, in assessing merit were noted. But
experience in the UK civil service and in
certain private sector organisations in Hong
Kong suggested that such arrangements were
worth pursuing. The view was also expressed
because of the subjective nature of
assessing merit, it would be preferable to
devise a simple system by which long serving
officers with no opportunity for promotion
would be automatically rewarded for their
loyal service. A further refinement to this
