One final comment. If the Secretary of State agrees to write to Mr Patten, and the latter does not agree with the idea of a reservation, have you given some thought to referring the whole question to the Prime Minister? I suspect that the Prime Minister's comment in Kuala Lumpur that we should have voted for Hong Kong instead of abstaining reflected an understandable lack of briefing at short notice, and that her view may well be different if the DOE are allowed to present their case direct rather than through the Foreign Secretary. But you may wish to pursue.
