1. Mr Peirce's minute of 29 November recorded the outcome of a

meeting chaired by the Secretary of State on the same date, at which

he agreed that it was reasonable to enter a six month reservation on

Hong Kong's behalf.

2. I submit a draft letter to the Secretary of State for the

Environment. It is a revised version of the draft attached to my

submission of 17 November, and incorporates the points specified in

Mr Peirce's minute. It takes account of further information

provided by the Hong Kong Government.

3. The draft has been cleared with MAED, who are content with it

from the point of view of the factual accuracy of the references to

CITES.
