You asked when the amendments to the Convention come into force
and what the timing of any announcement of the moratorium would be.
The Convention provides that the amendments to Appendices I and II adopted at the CITES Conference in October shall enter into force 90 days after that meeting for all parties except those which enter
a reservation during the 90 day grace period, which expires on
18 January 1990. Our decision to enter a reservation could therefore be announced at any time up to and including 18 January.
In his letter of 18 December Mr Patten suggests that if we were
