He also suggested that HK should consider the following action:

(1) To make a proposal to CITES on tightening up the registration and licensing control of the existing legal stocks to ensure that the stock pile of worked ivory are effectively accounted for.

(ii) To consider a levy on the ivory trade to raise funda to enable the ivory producing countries to improve their control on ivory poaching.

Mr. Jones appreciated our input ca HK's position on this issue end indicated that he will discuss HK's position with you. He also said the US had not formulated its final position for the October CITES meeting and he would probably discuss the matter with his CITES counterparts in EEC and Japan.
