THE IVORY TRADE IN HONG KONG
The Government of Hong Kong is seriously concerned
over the decline in the population of African elephants and
has played a vigorous part in international efforts to protect
the species. The Government believes, however, that selective
trading bans on ivory products recently introduced by certain
parties to the Convention on International Trade in Endangered
Species (CITES) will not reverse the decline and may in fact
make the situation worse.
Hong Kong is fully committed to the conservation of
endangered species. As a party to CITES Hong Kong takes its
obligations under the convention seriously. We have a
comprehensive body of legislation which is strictly enforced.
No ivory may be legally imported, whether worked or raw,
without the issue of a licence by the CITES Management

To prevent the population of African elephants from
further declining, the Hong Kong Government supports stricter
and more effective control over the ivory trade. Particular
controls are required over the trade in new raw ivory and
poaching in range countries has to be curbed. The Hong Kong
