in respect of African BlephantIvory
As you ray recall that during the Second Meeting of the CIFES African Elephant Working Group, it was decided that CITES Secretariat should prepare a resoluzion on the trade of existing ivory stocks for parties consideration at the forthcoming CITES Conference.
In this connection, Hong Kong has offered to assist the CITES Byvrytwoiul in uw propurullen af A Graft rufolubion, The arat hao now been prepared and is forwarded herewith for your comments and consideration.

I understand that certain CITES countries would object strongly to the proposal of allowing the trading of existing ivory stocks held in elephant producing countries. In order not to weaken Hong Kong'a c&ae, we have no objection to striking out recommendation (b) on page 2 of the draft resolution which deals specifically with the export of ivory stocks from producing countries.
Incidentally, our Attorney General's Chambers has also advised an alternative approach to solve the problem of ivory stocks 13 to
the proposal by U.S. and other CITES
CITES parties to uplist African elephant to CITES Appendix I.
