5. [The Hong Kong Government share our concern about the plight

6. CITES is the main international instrument for the protection of endangered species. The convention monitors, and controls international trade in certain live animals and plants and in goods made from them. Species are listed in three appendices to the Convention according to the degree of protection afforded. Highly endangered species are listed in Appendix I (which essentially imposes a total ban on the trading in such species) and less endangered species in Appendices II and III (which allow for trade subject to strict licensing controls). Elephants and seals are two of the species controlled under CITES.
