Dear Sir Geoffrey,

I was rather surprised to learn that a question I put to you through the normal Parliamentary Procedure for a written answer, regarding action by Britain independently and with other countries to protect the African Elephant had been transferred to the Department of the Environment. Please can you explain the reason for this transfer as surely unilateral action by Britain in the international sphere and the mobilisation of international support on a matter of this sort would lie within the ambiet of your Department rather than that of the Environment? I should be grateful for clarification and look forward to hearing from you.
