SURELY IT IS WRONG FOR THE HONG KONG GOVERNMENT TO PROFIT FROM
REVENUE PRODUCED FROM THE ACTION OF SEIZED GOODS?
CITES resolution 4.18 (adopted at fourth meeting of the parties
to CITES) recommended ways in which confiscated goods should be
disposed of.
These guidelines recommend "that as a general rule, confiscated
parts and derivatives of Appendix II species be disposed of in the
best manner possible to benefit enforcement and administration of
the convention, and that steps be taken to ensure that the person
responsible for the offence does not receive financial or other gain
from the disposal".
In Hong Kong, the Agriculture and Fisheries Department is the management authority responsible for the enforcement and administration of CITES: it is therefore logical that the proceeds
from the sale should be credited to general revenue which provides
funds for the running of the department.
