CONSERVATION OF THE AFRICAN ELEPHANT

1. As promised on the telephone, I enclose the text of a revised statement in the form in which he hope that it will be made by the Lord President in winding up this afternoon's debate on the adjournment.

It is not yet clear that he will do so. If not, our intention would be to issue a rather fuller version from here in the form of a press notice tomorrow morning. I will let you know what is to happen as soon as the position is clear.

We shall in any event be issuing a press notice. include a passage on Hong Kong in the form in which we agreed it on the telephone, ie:

"Concern has also been expressed about trade in illegal ivory passing through Hong Kong. Hong Kong has always complied fully with the provisions of CITES and has strict legislative control over the import of ivory. The only ivory which may be imported is from a CITES approved source and is subject to the issue of a licence."
