"I did however obtain agreement that esch Member State could take their own measures in advance of community action, and they are urged to do so. I Ι shall put into immediate effect the procedures required to impose a ban within the UK.
"Member State also supported the UK Government view that
there is now a case for transferring the African Elephant from Appendix II to Appendix I of the Convention on International Trade in Endangered Species of Flora and Fauna (CITIES), imposing a worldwide and
permanent ban on all trede in ivory as soon as
possible. But, we recognise that this is a complicated issus. We will listen carefully to all the arguements and play a full part in the discussion on this subject at the forthcoming CITIES Conference."
