I realise, of course, that staff on your side, as here, are working under intense pressure. Collaboration between your division and us normally works very well indeed. But I am writing now simply to point out that when DOE Ministers consider making changes in policy which have foreign implications we would wish to be consulted, to be warned of an impending decision and to be told when a decision has been taken.
