13. As far as we know, offer of "Spectre" aircraft to Kenya is from a
private company (Kent Export Centre). We have not been approached.
"GREEN CONDITIONALITY"

The Brundtland Report specifically rules out environmental
conditionality. The UK is against blanket conditionality because
insensitively applied conditions lead to confrontation and will not
build the political will or capacity needed to tackle the serious
problems which exist. Donors need to consult and support fledgling
environmental protection agencies.

But we agree that achievable conditions should be included in
individual projects. These need to be worked out on a case by case
basis, be appropriate to the ecosystem and where necessary be
accompanied by training.
