I have been asked to reply to your letter of 28 May to Lord Glenarthur about the ivory trade in Hong Kong.
The Hong Kong Government are in fact a party to CITES and they take very seriously their responsiblities within the provisions of the Convention. For instance, in August last year Hong Kong extended its import licence controls to cover all forms of ivory. A special Customs Task Force was formed to control the illegal trade in ivory. There is also a register scheme to mark all legal stocks of raw ivory and large cut pieces.
The Hong Kong Government have kept the situation under review and have suspended the issue of import licences pending the outcome of the CITES Conference in October 1989.
