A letter from Mr Tony Banks MP complaining about the delay in the introduction of legislation in Hong Kong banning the sale of medicinal products containing or claiming to contain rhino horn

I recommend that Lord Glenarthur replies on the lines of the
attached draft. The Hong Kong Government has been consulted.
Background
3.
Mr Banks is conducting something of a personal campaign on the subject of trade in endangered species. Trade in rhino horn products is one of his particular interests. Mr Eggar's written
reply of 10 January, which has stimulated this latest letter, is
attached.
4.
The Hong Kong Government have since 1 August 1988 banned
the internal sale of rhino horn. This could be achieved
administratively: no new legislation was necessary.
