We hope that your Department will concur that informative educational and effective breeding programmes are desirable and proven procedures necessarily preceding the actual preservation and conservation of rare and endangered wild animal species. There have been numerous examples where under a man-made environment, endangered species have been successfully propagated as a consequence of carefully planned scientific research on their husbandry and breeding.
We would take this opportunity to reiterate that Ocean Park Corporation fully respect and support the moratorium on Commercial Whaling, and the spirit of preservation and conservation of whales. Being a non- profit making statutory Corporation, we firmly believe our action is in full accord with the spirit of preservation and conservation of whales. For logistic and health reasons of the killer whale, it would be appreciated if your Department in reconsidering our application, would grant permission for us to import the killer whale to Hong Kong at a time not later than December 1988.
