1.
Parliamentary Relations Unit have asked that an FCO Minister
write to Jeremy Corbyn, MP, about ivory trade through Hong Kong.
Recommendation
2. I recommend that the Minister reply along the lines of the / attached draft. Hong Kong Department and DOE (who normally lead on
the subject) agree.
Background
3. There has been an increasing public concern about the illegal
poaching of African elephants and the trade in ivory. The
commercial import and export of ivory is controlled under the
Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). The African elephant is listed on
Appendix II of the Convention which means that African ivory may
only be traded if certain strict criteria have been met. It now
seems probable that at the next Conference of the Parties to CITES in October, Tanzania may well put forward a proposal to prohibit virtually all trade by transferring the African elephant to
Appendix I.
