DRAFT COPYRIGHT (TAIWAN) (EXTENSION TO HONG KONG) ORDER 1990
PROBLEM
1.
The approval of a Foreign and Commonwealth Office
Minister is required for the attached draft Order in
Council to be submitted to the meeting of the Privy
Council on 3 February.
RECOMMENDATION
2.
I recommend that Mr Maude should approve the draft
Order. If he agrees he should write the words "approved"
and sign his name in the place indicated at the head of
the draft Order. HKD and COMED concur.

In December 1985, the Copyright (Taiwan) Order
was made under the Copyright Act 1956; this gave protecti
in UK law to Taiwan copyright owners, and thus provided
the reciprocity necessary to enable UK copyright owners
to obtain protection under the Taiwan Copyright Act.
4. We asked Hong Kong in 1986 whether they whished this
Order to be extended to Hong Kong, but at the time the
Government there saw no need to do so.

However, on 7 August 1989, the Taiwanese
authorities announced that they would not accept
registration of Hong Kong copyright works, because of
the lack of reciprocal protection in Hong Kong for Taiwanese copyright owners. The major local copyright
