But
as far as businessmen and investors are concerned, I
can assure you that our rules on admission and settlement
are broadly comparable with those of the countries
United States, Canada and Australia
the
which you mention
in your letter. Moreover the Home Secretary is able to
exercise considerable discretion in specific cases.
Investors from Hong Kong, and indeed from any other part
of the world, are welcome to come to Britian, and many
have already taken advantage of the opportunities which
our flexible rules provide. If you can give me any
specific examples of Hong Kong businessmen who have been
deterred from coming to Britain to invest, I would be
most interested to know of them.
