Clauses 3 and 4 provide for the establishment of the

Clause 5 provides for the constitution of the Commission
and, in addition, covers matters such as resignations, removal from
office of directors of the Commission and the procedure of the
Commission.
6. Clause 6 enables the Commission to appoint committees and
deals with their composition and related matters.

Clauses 7 and 8 enable the Commission to employ staff,
acquire or dispose of property, make agreements etc.
8. Clause 9 establishes an Advisory Committee to advise the
Commission as regards the performance of any of its functions.
9. Clause 10 enables the Governor to give policy directions
to the Commission.
10. Clauses 11, 12, 13, 14 and 15 respectively require the
Commission to report annually to the Financial Secretary on its
activities, to furnish information to the Financial Secretary, to
submit to the Governor estimates of its income and expenditure for
each financial year, to keep proper accounts and to cause a
statement of accounts to be prepared for each financial year, and
to have such statements audited.
11. Clause 16 enables the Commission to invest surplus funds
in a manner approved by the Financial Secretary.
