ar shall commence on the establishment day and end on the following
31 March.
(2) The Commission shall not later than 31 December in each
financial year submit to the Governor for his approval estimates of
its income and expenditure for the next financial year.
Accounts
14. The Commission shall cause proper accounts and records to
be kept of all transactions and shall, as soon as practicable after
the end of each financial year, cause to be prepared for that
financial year a statement of the accounts of the Commission, which
statement shal1

(a) include an income and expenditure account and balance
sheet; and
(b)
be signed by the chairman and 1 non-executive director of
the Commission.
Auditors and audit
15. (1)
The Commission shall, as soon as practicable after the
end of each financial year, submit the statement of the accounts
prepared for that year under section 14 for audit to auditors
appointed by the Commission with the approval of the Financial
Secretary, and the auditors shall prepare a report on the accounts
and send the report to the Commission who shall, as soon as possible,
send a copy of the report and a copy of the statement of accounts to
the Financial Secretary.
