Further to my letter of 16 August 1989, I am now able to give you a substantive reply to your letter to
Mrs Chalker of 11 July.
The import of arms
We have investigated this matter. into Hong Kong from all countries, including South Africa, is controlled by law. Only 1 shotgun from South Africa has ever been tested. This was an error on the part of the receiving agency. No arms were purchased from South Africa and no further testing of weapons from South Africa will be carried out. As for arms destined for other countries, if the transaction is not contrary to international conventions and treaties or local laws, then such arms may pass legally through Hong Kong.
You have also expressed an interest in receiving the relevant arms trade and other trade regulations of Hong Kong which implement the United Nations arms embargo against South Africa. I am enclosing with this letter a copy of the South Africa (Prohibited Exports and Transactions) (Overseas Territories) Order 1978 which has been applied to Hong Kong. I am also enclosing a copy of the regulations prohibiting the sale of South African gold coins, iron bars etc in Hong Kong.
