FOREIGN AND COMMONWEALTH TRAINING
1.
Service training organizations exist to meet the training
needs of the British Armed Forces. It is MOD policy to welcome F&C students on Service training courses where
capacity exists, subject to security and political
considerations. F&C training makes a direct contribution to
the Defence Budget through receipts for training given. The
current charging policy, agreed by the Prime Minister in 1983, is to base charges for training provided specifically for F&C
students on the full cost of the training but to charge only Extra Costs, which are approximately 45-50% of Full Costs,
where F&C students occupy spare places on UK training courses.
Charges set at Extra Costs reflect an appropriate share of the operating cost of the training establishments (including
headquarters) concerned, while full cost charges are set to
recover, in addition, an appropriate share of the Department's
overheads.
2. The provision of F&C training makes a major contribution to the UK's OOA policy (1) and is important in the NATO
context. The UK's objectives in providing F&C training can be
summarized as follows:
a.
To further NATO co-operation and to help to secure reciprocal training facilities. NATO students comprise roughly 30% of the F&C intake.
b. To maintain and strengthen UK links with
Commonwealth countries.
c.
To increase UK influence on stability among neutral
and non aligned nations and to help them help themselves.
