joint consultation in the event of an attack on Malaysia or Singapore, and on matters of mutual concern in the case of Brunei. Neither commits the UK specifically to the use of force and clearly much depends on the parties' perceptions.
In Korea, following the end of the Korean War in 1953, the UK,
as a contributor to the UN force, undertook to be prompt to resist a renewed attack. This is not deemed to be a legally binding obligation, however (20), and the small UK contribution
to the UN Honour Guard may well prove impractical to sustain following the withdrawal from Hong Kong. In the Persian Gulf
area the extent of the UK's energy and commercial interests indicate that current Treaties of Friendship with Bahrain, Qatar and the UAE, which also require joint consultation, will probably be extant, as will the present governmental letters
offering defensive military assistance to the UAE and Oman.
In the latter, and in Saudi Arabia and Kuwait, any UK loan-
service personnel will continue to support local forces in defensive operations when necessary. In Africa the secret Bamburi Understanding of 1967 with Kenya was reached in terms of a Somali threat only and is unlikely to the invoked (21).
To the West, the UK undertakes to maintain a garrison in
Belize against the external threat from Guatemala.
UK ECONOMIC CONSIDERATIONS
14. Food and Energy. The UK can obtain most of the basic
food-stuffs either from home-production or from NATO allies, the only major exception being sugar. However, this overall self-sufficiency is dependent upon modern intensive methods of agriculture, which in turn depend on supplies from industry which require energy for their manufacture. In terms of oil the UK will still, because of the composition of British
crude, be obliged to import about half of its total consumption and this proportion will increase as British
