in any event be a requirement for a comprehensive and accurate
public-information effort on the home front. In addition, more emphasis will need to be given to Psyops at all
operational levels than hitherto.
AREAS FOR INVESTMENT

Overall defence investment will continue to be governed
primarily by the requirements of Britain's rôle within NATO.
Those elements of particular interest 00A should therefore be
seen neither as a shopping list in their own right, though certain shifts of emphasis may be indicated, nor as competitive with each other, nor in priority sequence.
Rather, they serve as collateral argument for relevant
proposals when defence resource allocation is being considered
for Alliance tasks or equipment specifications are being
defined. Within that context, certain capabilities and
platforms can be judged to have particular significance at
various points on the spectrum of potential military activity
OOA.

Investment In Training. The training of foreign nationals, both in their own countries but especially in the
UK, with a view to inculcating attitudes as well as imparting professional skills, offers highly cost-effective potential long-term dividends. This is however a competitive market in
which the UK is currently liable, in cost terms, to be
undercut. Continuing care will need to be taken that this
does not happen to the UK's disadvantage.
56. Intelligence and STAR. Access to all-weather space-based
surveillance of the areas of greatest strategic interest to
