AN OPERATIONAL CONCEPT FOR THE IMPLEMENTATION OF UK STRATEGY
OUT OF AREA (00A) 2000-2015
INTRODUCTION
1. This paper is an iteration of the Base Operational
Concept for the Implementation of UK Strategy OOA 1995- 2010 (1), noted by cos in 1986, and is prepared at their
direction. It is timely in view of the dynamic changes now occurring in international relationships, which have
implications ranging far beyond the boundaries of the NATO
area. There are also many threats to Third World stability,
including internal and international tensions, terrorism, the
narcotics trade and the spread of advanced weapons, especially
chemical, nuclear and missile delivery systems. As noted in Defence Policy Guidelines, 00A activity is an essential and potentially increasing component of UK strategy (2).
2. The directive and scope of the paper are at Annex A.
Shifts in Soviet attitudes and policies are acknowledged, but
it is judged that the fundamental Marxist-Leninist philosophy
of the Soviet Union will not alter. Though CFE will probably
alter force structures and dispositions NATO will remain the UK's primary military commitment, and UK military activities OOA will have to be undertaken by forces resourced and trained predominantly to fulfil NATO rôles.
