We are now providing 9 Loan Service teams in Africa,

largely in support of Foreign Policy objectives. Out team in

Kenya will be withdrawn in 1990 although we will still retain a

DS at the Kenyan Staff College until the end of 1990 as part of a reciprocal arrangement; our recently established teams in Nigeria

and Botswana are now settled. The team in Zimbabwe has been

expanded in order to take on the additional training commitments

for Mozambique and for the Logistics School, and our other teams

in Leshoto, Swaziland, Ghana and the Gambia continue to make a

valuable contribution.

54. We have successfully deployed Short Term Training Teams to

Kenya, Botswana, Malawi, The Gambia and Uganda. In Kenya, The

Gambia and Botswana, these were in support of our resident Loan Service team, but in Malawi and Uganda they independently

organised training in mine clearance and staff training

respectively. Our 2 man LSP team in Mauritius continues to

provide valued advice.

CARIBBEAN AND SOUTH AMERICA

55.

Our support to the Caribbean region has increased with the

deployment of a 2 man team to Grenada and 3 more LSP to Barbados

to form the RSS engineering team. This brings the total number of LSP committed to the Eastern Caribbean to 17, and the present policy is to continue support for the RSS while at the same time

seeking ways to reduce the number of people deployed. For this

reason a request for LSP to go to Antigua has been deferred and

the requirement partially met by short term attachments.

56. In Belize the RN Commander of the Maritime Wing is shortly

to hand over to his Belizean successor but will remain in an

advisory capacity for a further year. The team will reduce to 2 in 1990 but it is envisaged that a technical Officer/Warrant Officer will be needed for some years yet. Also in 1990 the
