1989 ANNUAL OUT OF AREA REVIEW

INTRODUCTION
Following its annual report to the COS in the 1987 Annual
Out of Area Review and Strategic Overview (CDS 3/88), the Out of Area Co-ordinating Group (00ACG) was instructed to combine the 2
papers hitherto produced separately by the Commitments and Policy Staffs, into one report. This OOA Review represents the first
such combined document.

Subsequently, the 1988 Out of Area Strategy Review (CDS
38/88) directed that there should be a three-yearly review of
strategy itself; CDS 38/88 fulfilled this remit and by building
on a series of 6 regional reviews, highlighted developments in
the management and coordination of 00A activities since 1983.
AIM
3.
The aim of this paper is to report the 1989 calendar year's
political and military developments that have a bearing on our
OOA business, to highlight OOA activities in 1989, to review the
way we conduct our 00A affairs and to propose objectives for
1990.
BACKGROUND
4. The elements of 00A policy which were established in the
1988 Review as the framework for that report are carried forward
again to this year's Review and are as follows:
a.
Promotion of defence relationships (including VIP visits both inward and outward, political/military and defence staff talks).
