1989 ANNUAL OUT OF AREA REVIEW
1.
I attach a first draft of the MOD's 1989 Review which is due to be submitted to the Chiefs of Staff in early January. The main aim of the paper is to report political and military developments and 00A activities in the current year.
2. Because there were no Regional Reviews in 1989 the Defence Relationships Section is more comprehensive than in last year's global review.
3. The MOD hope to recirculate the draft (for 2-star clearance) later this month when various Annexes will be included. Meanwhile I should be grateful if departments would let me have comments on the relevant sections (as indicated) of the current draft by COP Monday 20 November.
