And I am sure that it is right, mo far and as fast as we can
ke progress in that direction, for Hong Kong's internal security
to be bamed not upon soldiers from anywhere else but upon her own
Police Furce.
So I think that is a good reason for being reluctant to lean
any more than we have to on the Gurkhas or anybody else. All
decisions of course can be reconsidered.

All decisions at all times are capable of reconsideration.
But the point I am making, the central point, is that for Hong
Kong's own interests it is best to make as steady progress as
possible towards Saving Internal decurity based firmly and
progressively on its own

You say in one of your points that you are going to take back
from this meeting that Peking needs to take positive action to
restore coufidence which is a fine thought. What evidence does Ber
Kajesty's Government have of trust being held in the Peking
Goverment? It is one thing for hope, what evidence do you have
that the Government of Britain and the people of Hong Kong can trust
