CIVIL COMMUNICATIONS

Whenever practicable existing civil telecommunication systems may be used in emergency, when security considerations permit, for communications between UK evacuation forces and Diplomatic Posts, Police HQ and detachments at evacuation points, airfields, ports etc. The communication systems are, however, likely to be heavily loaded during emergency conditions, and, moreover, will be liable to disruption. To supplement civil communication systems, Services radio detachments may be provided, as necessary, to link evacuation forces with local authorities engaged in the operation. Civil telephone services can be made secure through the use of BRAHMS (BID/470). (See paragraph 55 (2)(c)).

36. British Broadcasting Corporation (BBC) Services.

a.

Most populated areas of the world are served by the BBC World Service. Services in general are provided as follows:

(1) Central American and Caribbean.

5-18 MHz (50-17 metres).

(2) Middle East. 600 KHz - 22 MHz (469-14 metres).

(3) Africa. 5-22 MHz (50-13 metres).

Frequencies and timings vary from time to time throughout the year. On implementation of a Part 2 plan, up to date information on frequencies and times may be obtained from the Superintendent Engineer, BBC External Services, External Broadcasting, PO Box 76, Bush House, London WC2B 4PH (Telephone number 01-240-3456). 37. Aeronautical.

a.

Civil ATC communications for all major airports which may be concerned in SAE operations are detailed in RAF Flight Information Publications (FLIP).

b. Civil international air management telegraph services include Overseas Fixed Telecommunication System (OFTS), Societe International Telegraphique Aeronautique (SITA), Aeronautical Fixed Telecommunication Network (AFTN) and Aeronautical Radio Incorporated (ARINC). These services may be used as appropriate, consisten with operational security requirements. Details of these services are given in No 1 Group Operations Manual, Part 3 - Communications.
