b. Tactical command of in-theatre Naval forces is normally to be delegated to the Senior Naval Officer (Afloat) (SNO (A)) as Officer in Tactical Command (OTC).

(1) Liaise with HM representative.

(2) Co-ordinate all local Service activities in connection with the evacuation.

AOCINCSTC is to appoint an AT detachment commander (may be OCR).

CINCFLEET is to appoint a Naval Deputy to the Chief of Staff's Group at HQ STC.

108. Operations Commanded by a Joint Force Commander.

The JFC, who may be the Overseas Commander or another officer appointed by CDS, is to:

(1) Retain operational command over all forces permanently assigned to him.

(2) Exercise operational control over all forces temporarily assigned to him for operations in his designated area of responsibility through his single-Service deputies. Operational control is to be exercised through his single-Service commanders who may in turn delegate tactical command or control to a lower formation, unit or detachment commander. Operational control of all aircraft operating between UK and the FMB will normally be retained by the respective Group Commander.

(3) Liaise with HM Representative.

(4) Co-ordinate all local Service activities in connection with the evacuation.

CINCFLEET is to:

(1) Retain operational command of Naval forces temporarily assigned to the operation.

(2) Retain operational control of Naval forces temporarily assigned to the operation but operating outside the JFC's area of responsibility.
