C. Arms and ammunition are not to be carried on board civil aircraft without the special authority of the Department of Transport.

91. Rules of Engagement. Rules of Engagement for SAE operations will be in accordance with JSP 398 (Tri-Service Rules of Engagement). A detailed ROEAUTH signal will be sent by the Ministry of Defence at the time of mounting.

92. When appropriate, imprest facilities are to be established. conditions are unstable it may be necessary for these facilities to be in cash, in a currency acceptable in the area concerned.

93. MOD will authorise powers of local procurement for Service requirements through single-Service channels.

94. Records are to be kept of all expenditure, both civil and military, incurred by HMG on behalf of evacuees in order that claims may subsequently be made against governments, departments and individuals concerned. paragraph 62 concerning evacuees' undertaking to repay.

Evacuees are limited to one small item of cabin baggage (a handbag or small grip) and one suitcase as hold baggage. The total baggage weight per person is not to exceed 44 lb (20 kg).

The CDS will authorise the implementation of any SAE plan.

MOUNTING OF OPERATIONS

Operations from the UK will be mounted through single Service channels as instructed by MOD. MOD will be responsible for informing HM Representative of the estimated times of arrival of ships/aircraft and of the strengths of personnel and units being deployed.

99. MOD will issue instructions to an overseas commander when operations include forces from his command.

100. General Outline. The command organisation will depend on the level of forces committed to the operation.
