LOCAL RESOURCES
85. Responsibility for Provision of Local Resources. HM Representative in the country concerned is requested where possible to make available to incoming Service units the local resources they require, particularly road transport and ground fuel. Transport is likely to be required for the following purposes:

a. To enable the Operational Commander's Representative (OCR) (see paras 105c(1) and 107c(1)) or the Force Commander (see paragraph 104b(2)) to visit HM Representative.
b. To take the Army communication detachment to the British Embassy/High Commission so that communications can be maintained with the

Local Criminal and Civil Jurisdiction. It is desirable that there should be a waiver of local criminal and civil jurisdiction in respect of matters resulting from the performance of official duty during the evacuation. In many countries jurisdiction arrangements already exist which would be adequate for the purpose (eg in NATO countries and some Commonwealth countries). arrangements do not exist, an attempt should be made to obtain an undertaking from the Government concerned, and a request to do so will be transmitted from the FCO to HM Representative if the occasion arises. This will be without prejudice to HM Government's decision as to whether or not the evacuation should proceed.
