dependants this will include administrative processing, temporary accommodation where appropriate, and arranging dispersal from the port to UK destinations. Dispersal of civilian evacuees will be undertaken by the Home Office.
68. Overseas. In overseas areas the procedures for reception and onward movement of evacuees are as follows:
a.
Evacuation by the Services will be to reception points specified in each Part 2 plan, where responsibility for civilian evacuees devolves to the FCO. Reception points will normally be the nearest ports/airfields with appropriate landing, transit and dispersal facilities in adjacent friendly countries from which diplomatic clearances have been obtained.
b.
Where handling/dispersal facilities are not available, evacuees may be transported to the UK by Service means if requested by the FCO. Under these circumstances assistance may be required from the FCO in arranging transit facilities at en route staging points.
C. Responsibilities for reception and accommodation of evacuees at reception points and for their onward movement are as follows:

(1) British nationals other than Service Dependants. HM Representative at the reception point, in conjunction with the FCO.
(2) Service Dependants. MOD in consultation with HM Representative.
(3) Citizens of Commonwealth and Foreign Countries. Representative in conjunction with the representatives of the other governments whose citizens are involved.

To reduce accommodation problems at the reception point, arrangements must be made in advance for the onward movement of evacuees within a few hours of their arrival. This will normally be by scheduled and charter aircraft but, where appropriate, commercial shipping may be used. dealing with the large numbers of evacuees involved in some Part 2 plans, early chartering of sufficient long-haul civil aircraft, liaision with other friendly governments and arrangements for rapid onward movement of personnel will be essential if reception facilities are not to be overloaded. MOD (Air) is responsible for arranging charter flights on behalf of the FCO and after consultation with them and Department of Transport.
If the shortage of aviation fuel at any reception airfield is likely to be critical, civil aircraft used for the onward movement of evacuees will be required to arrive with sufficient fuel for the first sector of the onward flight.
f. Once evacuation from the country concerned is complete it may be possible for some evacuees to be carried in ATF aircraft returning to the UK.
