65.

List of Reception Points. A list of recommended reception ports/airfields is contained in each Part 2 plan.

66. Reception Airfields. The decision as to which reception airfields are to be used is required early and must be agreed between MOD (Air) and the FCO before diplomatic clearances can be negotiated.

RECEPTION AND ONWARD MOVEMENT OF EVACUEES

67. In the United Kingdom. The FCO is responsible for advising the Home Office and the MOD of the numbers of evacuees due to arrive in the UK and their disembarkation points. The Home Office is responsible for the dispersal of civilian evacuees from disembarkation points. Dispersal of Servicemen and their dependants is the responsibility of the MOD. Reception at airfields and ports will be arranged as follows:

a. Civilians Arriving at Civil Airports on Civil Aircraft. A Joint Service Air Trooping Centre (JSATC) detachment will be positioned at the UK civil airfields concerned by MOD (Air), under arrangements made with HQRAFSC, to provide military movements advice and assistance to the airlines and to the Home Office staff. The Home Office is responsible for the administrative processing and dispersal of passengers.

b. Servicemen and Service Dependants Arriving at Civil Airports. Under arrangements made with HQRAFSC, MOD (Air) will position JSATC detachments at the appropriate UK civil airfields to provide the military interface and, with the airline staffs, organise the procedures for passenger and baggage handling. MOD (Air) is responsible, in consultation with CINCNAVHOME and HQ UKLF, for arranging the administrative processing of passengers, allocating, where appropriate, temporary accommodation and arranging dispersal from the airfields to UK destinations.

Civilians Arriving at Military Airfields. All the reception arrangements for passengers and baggage will be undertaken by the resident RAF Air Movements Squadron or UK MAMS under arrangements made by HQ STC. MOD (Air) is responsible for arranging for the Home Office to provide the necessary administrative processing and dispersal of passengers.

d. Servicemen and Dependants Arriving at Military Airfields. Reception arrangements for passengers and baggage will be undertaken by a resident Air Movements Squadron or UK MAMS under arrangements made by HQ STC. MOD (Air) in consultation with CINCNAVHOME and HQ UKLF, is responsible for arranging the administrative processing, including the allocation of temporary accommodation where appropriate, and dispersal of passengers to UK destinations.

e. Reception at Ports. MOD is responsible for making arrangements with CINCNAVHOME, HQ UKLF and HQ RAFSC to assist the port authorities in handling evacuees arriving by sea. In the case of Servicemen and Service
