39. Logistic Support. Some Part 2 plans require the use of RAF Akrotiri and RAF Ascension Island as staging or reception airfields. The Commander British Forces (CBFC/CBFASI) may require reinforcements to support these operations; this will be notified at the time of mounting an SAE operation (see Annex E, paras 3 and 5).

JOINT AGENCIES

40. Public Relations (PR). It is unlikely that any JTP can be mounted without the knowledge of the media. As soon as an SAE becomes imminent, media interest and pressure will increase. PR plans have been prepared in the form of an annex to each Part 2 plan, and copies are held by the Defence Public Relations Staff (DPRS) in MOD. Each PR annex states that MOD will nominate a PR adviser to the Operational Commander and that he will control all PR personnel. PR policy will normally be as directed by the Chief of Public Relations (CPR) in MOD. All Part 2 plans provide for deployment of a PR party; some plans also include a media party depending on the type of plan, the country and the likely situation. Should a plan be implemented which does not already incorporate a full PR annex, ACPR (Mil) should be consulted at an early stage. A proforma for immediate planning is at Annex H, Appendix 4.

41. Spare.

42. Assistance for Evacuees. If there are serious local shortages of food and shelter for evacuees, limited administrative support consisting of emergency feeding, tentage and medical assistance could be made available by the Services at the request of HM Representative (see para 85 and Annex C).

Advance Warning by HM Representative. When an evacuation becomes necessary HM Representative will attempt to implement it by civil means (see para 12). If at any stage he foresees a possible need for Services assistance he should warn the FCO, MOD and UKCICC without delay, so that preparatory measures can be taken, including:
