Phase III. The community is advised to go either under their own arrangements or by reporting to reception centre(s) for official evacuation under arrangements made by HM Representative.
13. Services Assisted Evacuation. Where it is not possible or desirable, for whatever reason, to carry out an official evacuation by civil means, assistance may be sought from the Services. Two important prerequisites for implementa- tion of an SAE are: the willingness of a local government to accept UK Services participation, and its ability to guarantee the security of selected evacuation points. Assuming these conditions are satisfied, ships and/or aircraft may be provided to carry evacuees to a selected reception point; ships and aircraft, including helicopters, may also be provided to assist HM Representative/Wardens in the transfer of evacuees from outlying districts or concentration areas to specified evacuation points.
14. Services Protected Evacuation. A separate Compendium of Services Protected Evacuation (SPE) plans has been prepared to cover those contingencies where the security situation is such that protection forces need to be deployed. The arrangements common to all SPE plans are outlined in JTP No 121, as Part 1 of the Compendium of SPEs.
15. International Red Cross. An SAE may be undertaken wholly or partially under the auspices of the Committee of the International Red Cross (or any similar non-military organisation). This might entail changes to current plans which will be notified at the time of implementation. Service personnel will require passports and Red Cross identification documents when operating under the auspices of the International Red Cross, and will be required to wear armlets in accordance with Articles 36 and 38 of Geneva Convention I. Aircraft will be required to show conspicuous markings for such operations.

17. Reference to associated plans involving Services assistance or protection is made in each Part 2 plan where applicable to the country concerned.
EVACUATION PLANS OF OTHER NATIONS
18. Other nations may have evacuation plans and, if these are known, reference is made to them in the relevant Part 2 plan. The exact time at which other nations intend to implement their evacuation plans cannot be known in advance, and coordination between nations will therefore be necessary when evacuations are to be executed

3. When coordinating with the US, if responsibility for evacuating US citizens is delegated to US European Command (USEUCOM), Liaison Officers should be sent to Stuttgart (one from MOD for policy matters and from HQ STC or HQ 1 Gp for coordination of air operations).
