5. When a plan is likely to be implemented, reference must be made to both JTP

1 and the relevant plan in Part 2, as the two parts are complementary.

1, paragraphs 109 to 128 contain a summary of responsibilities, and each Part 2 plan contains a summary of additional responsibilities peculiar to the individual plan.

6. When new plans are being prepared for inclusion in Part 2, or existing plans subjected to major revision involving a change of concept or force levels, they will be circulated in draft form for comment in accordance with existing procedures (1) for the clearance of plans.

7. Should the requirement arise for an SAE from a country for which no Part 2 plan exists, this plan contains (at Annex H) a guide to immediate or "hot planning" for such a contingency.

UKCICC will review Part 1 and Part 2 plans every 2 years. However, if for any reason a plan requires urgent change, it can be reviewed at any time.

EVACUATION PLANS

GENERAL

11. Responsibility. The responsibility for the protection and, if necessary, evacuation of British natignals (other than dual nationals in the country of their second nationality)(2), rests with HM Representative in the country concerned. A HM Representative may also accept responsibility for specified unrepresented Commonwealth and Irish citizens, and certain foreign nationals.

12. Civil Contingency Plans. Most Diplomatic Posts have a Civil Contingency

The majority of these plans are based on a Warden system, whereby a Warden is selected in various areas of the country from among suitable members of the British community. A Warden's responsibility is to maintain contact with British nationals in his area, pass on advice from HM Representative and organise the assembly of evacuees at concentration points to oversee their departure to reception centres when asked to do so. Civil Contingency Plans are normally implemented in phases as follows:

a. Phase I. The community is advised to stay at home.

Phase II. Those who have no urgent need to remain are advised to leave by normal commercial transport.
