AGENDA
1. The next meeting of the Hong Kong Steering Committee (HKSC) was notified at paragraph 49 of Reference A the minutes of the last meeting - as being scheduled for 0930 hrs on 27 Apr 89. During the responsible desk officers' absence on duty and on leave respectively I regret to say that arrangements have been amended. The meeting will now take place at 0930 hours on Weds 26 Apr 89; the venue will be Conference Room HR24 in MOD Main Building.
2. The Terms of Reference (TORS) of the HKSC were originally defined on 30 Mar 87; they are attached at Annex A for the record. Addressees will wish to note that the Hong Kong Garrison Outline Withdrawal Plan First Revise, Reference B, was forwarded to the Chiefs of Staff on 14 Apr 89 for clearance Out of Committee. Although this submission has occurred 2 months later than envisaged when the HKSC last met - and the COS have yet to endorse the recommendations made
there are aspects of the Withdrawal Plan which are not dependent on this endorsement, but which require timely HKSC policy guidance by the Committee. The Agenda for the meeting on 26 Apr, which reflects these issues, is at Annex B.
