Background and Argument

Last year SEAD submitted a paper on the Future of the Five Power
Defence Arrangements. It went through several drafts before
satisfactorily incorporating the views of all interested parties.
The final version was submitted to Lord Glenarthur on 9 December
1988. Lord Glenarthur agreed that the paper made a convincing case
for supporting the FPDA. But he thought it be worthwhile to hold a preliminary round of discussions with Australia and New Zealand, recommended in the paper (para 16), to gauge how far the external
