FIRST REVISE FOURTH
This Loose Minute covers the final draft of the First Revise of the Hong Kong Garrison Outline Withdrawal Plan which is attached, together with DCDS (C)'s covering letter to VCDS, your information.
2. I believe this iteration faithfully incorporates all comments forwarded after circulation of the third draft.
With respect to one contributor, I would stress that the study into the future RN presence has been commissioned by the Central Staffs, but it will continue to be led by the RN.

The second major debate which delayed submission of the final draft to VCDS revolved around the future Scout helicopter force level. I am pleased to report that a sensible and pragmatic solution has now been defined which has the support of the Central Staffs and Army Air Corps Agencies, and which should provide sound information for submission to staffs with responsibility for LTC planning.
