1989 REVIEW OF THE HONG KONG GARRISON OUTLINE WITHDRAWAL PLAN
1. The attached Review of the Hong Kong Garrison Outline Withdrawal Plan has been prepared by the Defence Commitments Staff in accordance with your direction in CDS 7/87 (1).
2. The Review has been written as a 4 part stand-alone document to reduce the need to cross refer to the original plan (1). It is suggested that, for the purposes of clearing the new material, you will only need to refer to the Introduction and Aim on pages 1 and 2, and then refer to the third and fourth parts which begin at page 12.

Whilst HODS were content with the Review an amendment has been made to paragraph 22 (sidelined) reflecting the difficulties over the Ministerial announcement of the decisions relating to the future of the Brigade of Gurkhas. The revised wording allows more room for manoeuvre regarding the timing of the notification to the public of the probable decision to withdraw the first (Gurkha) battalion in 1992.
4. It is requested that your Secretary may be informed by telephone (Extension 2019) by noon on Friday 5 May 1989 that you have taken note of the Review, agreed the recommendations and directed that the further work detailed in paragraphs 58 and 61 should be set in hand.
