Introduction.
Consideration of the Political Aspects led to the
decision that the withdrawal of the Hong Kong Garrison should be linked to
the expansion of the RHKP's capabilities to take over the Garrison's tasks and
responsibilities, but that an effective British Military presence would still
remain in Hong Kong until the final handover on 30 Jun 97.
10. The RHKP Plan. The RHKP plan envisaged raising Police Tactical Unit
(PTU) border companies to take over the anti-illegal immigrant (II) patrol
commitment for half of the border in 1991, and to assume responsibility for the
whole border by 1993. By that stage the RHKP also planned to have:
a.
Raised additional PTU IS companies and expanded the Auxiliary
Police Force (APF) to assume existing military IS tasks.
b. Expanded the Royal Hong Kong Auxiliary Air Force (RHKAAF) (1) to
provide helicopter and fixed wing support for the RHKP in addition to
existing S&R (2) duties.
C. Re-equipped the Marine Police (MARPOL) to take over the Royal
Navy Hong Kong (RNHK) Squadron's local roles.
11. The Future Garrison Plan. CDS 7/87 reviewed a number of alternative
options for the composition and rundown of the garrison during the years to
