is no question in CBF Hong Kong's mind
mind that Sir David Wilson might judge MODUK to be behind the eight ball. There are the instructions issued by DCDS (C) as the caveat under the terms of which he is prepared to allow the plan to reach Hong Kong before he has had an opportunity to read it in detail himself.
