a. Part One. Political Background and Resume of CDS 7/87.
b. Part Two. The Threat and Planning Factors.
C. Part Three. Progress of HKG and RHKP Plans- Implications and Judgements.
d. Part Four. Summary and Recommendations.
The paper also proposed that
that the scheduled 1991 biennial review and the 1992 Major Review (requested by the HKG) should be combined, based on a special Intelligence assessment, and completed by end 1991.
6. The responses to the One Star draft indicated that staffs were still entirely happy with
with the proposed withdrawal timescales and with the layout of the paper. There was universal support for advancement of the Major Review to 1991.

The second draft for Two Star consideration was circulated on 20 Dec 88 and incorporated revisions, which highlighted the following issues:
a. Future RN Presence. The commitment to review how some form of RN presence afloat until 1997 in Hong Kong could be provided was confirmed and it was proposed that an MOD Navy-led study be commissioned without waiting for COS endorsement.
b. Scout Helicopters. CBFHK's minimum Scout operational requirement - 6 aircraft was endorsed. The paper advised that MOD Army would review the options for management of a force based on 8 aircraft in Hong Kong and produce the solution for incorporation in the third draft.
c. Army Supporting Arms and Services. It was proposed that these should be directly related to the roles and operational requirements of remaining battalions at all stages of the rundown rather than merely "linked to battalion withdrawals" as envisaged by CDS 7/87.
