Package 4 - Causeway Bay reclamation, roads and
marine works

The trunk road can be constructed by in conjunction with
three of these packages, leaving only Package 2 with HMS
Tamar as the remaining package.
A programme has been prepared for rapid completion of the trunk road, with the eastern portion (the IEC Link)
completed within five years of COMMENCEMEnt of construction, and the western portion (the Central bypass) completed two years later. Land sites would be available from the third year with all land available after ten years. Some acceleration of these dates will be possible if fast-track procedures are adopted for the works and
interfaces between contracts are reduced.

It will be possible to commence construction works in 1991 al the earliest, SO that the first land sites would be available in 1993, the IEC link would be open by 1996 and the Central Bypass (completing the trunk road) by 1998. All land would be formed by year 2001.
The trunk road can be completed by the times stated above even though Package 2 (the hKS Tamar reclamation) may be deferred. Alternatively the reclamation programme could proceed continuously if
Tamar can terminate naval
operations by six years after construction commences (i.e. by 1997 at the earliest).

7.5 The earliest commercial sties produced in 1993 would be 600 m2 of reclamation facing Exchange Square and 4 000 m2 on the site of the existing 6P0. These would be followed
